Another option that might work in some situations is to divide your course into two pieces--the main content and the final quiz.
Put the main content on a web server outside the LMS. Then folks can access it whenever for performance support.
Then just put the quiz in the LMS. Tell folks that access the main content that they have to pass the quiz in the LMS to get completion credit.
Remind those accessing the quiz they need to review the web content first before attempting the quiz.
Not an ideal solution by any means but it is a possibility.
