While it sounds like this could be specific to your specific LMS, it would be interesting to test it in SCORM Cloud. Check out this step-by-step article!
If it works in SCORM Cloud, I would advise you to reach out to your LMS for help troubleshooting why the grades are not being sent to the gradebook.
