States of Drag Items Don't Change on Drag-and-Drop Slide

I created a drag and drop slide; 8 drag items onto 3 drop targets. That part works fine. I added hover and down states to the drag items, but those states don't show when I preview the slide. 

I also have a hidden hint that I want to appear when the learner hovers over the drag item. When the mouse hovers over the drag item, the hidden hint doesn't appear. 

The set up is: "Change state of Text Box 2 (Hint) to normal when the user hovers over Rectangle 8 (the drag item)." It works on my test slide (1.1 in the attached file) but not on the graded question slide (1.2 in the attached file). 

Is something wrong in my set up or does that functionality not work on graded question slides?
