As I understand it, certain info isn't saved into the suspend/resume data until a user leaves a slide. That could be the problem with your completion trigger. The solution? Add a slide after the video. When the video completes, have a message appear that tells the user to click NEXT to complete the course. (You could keep the NEXT button disabled until the video completes, too.)
You could also test your course in the SCORM Cloud to see if it works there. If it does, the issue may be the LMS settings.
