I need help with publishing a quiz created in Storyline 360. I want to configure the LMS so that it only marks the quiz as complete if the user passes it. Currently, the LMS marks the quiz as complete even if the user fails. I am not finding the right option in Reporting and Tracking.

I ran tests in my LMS (ADP) and recorded varying results. You can see the results in the attached image. If you want to mark the course complete, you might try setting the Reporting and Tracking to either 1) Passed/Incomplete, or 2) Completed/Incomplete. Articulate recommends using either Passed/Incomplete or Passed/Failed.
You also may want to export as SCORM 2004, Version 4 if you are not already.

As Kendal already suggested, for your purpose, I also suggest:
SCORM2004 4th Edition
Passed/Incomplete
The course will report: completion status: "incomplete", success status: "unknown", as long as the quiz is not passed. When the quiz is passed, the course completion will be set to "complete", success status to "passed".
