I wouldn't start development in PowerPoint, but that's a matter of preference.
I do recommend mapping out/storyboarding what you want to do in advance. That will help you determine how to divide the Storyline into scenes and to trigger branching.

BTW, as you develop your course, if you get stuck with a specific programming issue, I suggest you start a new discussion. That increases its visibility, which makes it more likely to get replies from multiple folks with different ways to approach the problem. Having each new question in its own discussion thread also makes it easier for others to find potential solutions when they have a similar problem.
