How do I create a list tabs in Storyline like the example attached?

The easiest way is to do this is to add a trigger to each of your text boxes (or words) that jump to a specific slide related to that topic. See below:

I think you misunderstood what I was asking. Did you see the example attached? I want 2 columns of text with equal space between each column.

You may have to create it in your word processing app, then copy the text and paste it into a text box in SL. Be sure you copy and paste as text; it's easy to get an image, instead of text. If that becomes a problem, create in Word, copy and paste into Notepad, then copy and paste into SL. Notepad strips everything but letters out, but you may have to create the spacing yourself.
