I noted that in you examples the problem seemed to be where the link did not have any text after it.
I did a test and that seemed to be the issue:

Basically the problem seems to relate to the link being on the end of a line
The first link does not open new page and when inspecting the code
<a href="https://articulate.com/">Link:</a>
The second link has target blank
<a href="https://articulate.com/" target="_blank"> Link:</a>
