Testing accessibility compliance

We're currently in the process of developing e-learning courses in collaboration with a supplier who is supposed to apply the Web Content Accessibility Guidelines (WCAG) and Section 508 accessibility standards. I have a few questions regarding how we can effectively ensure that these accessibility standards are being met throughout the development process:
