Trigger to display Instruction slides on every layer and slide

This may be more of an advanced idea, though perhaps I think just a holistic way of thinking about our slides: put the instructions and their associated trigger on a master slide's layer, and then have all of the slides you need for it to use that master slide as a template. You'd create the instruction layer once with one trigger, but it will fire every time an instance of that slide begins, and since it's a "master layer," you'll know it will appear on top of every non-master layer in the course.
Is there a specific slide that this happens on. I couldn't replicate the issue on the first couple of slides, the instruction remained open when other layers open, or do you mean when you navigate between slides?
Before I uploaded, I added triggers to nearly every layer to get the instructions to be available at all times. Initially the first few slides did not have an issue but the rest did. The problem was inconsistent and frustrating.

Would I be able to change the instructions on specific slides if on the master?

No, that'd require more than one master slide layer and/or trigger. I see you have a lot of slides so maybe in a future project, but if you only have a few different versions of the instructions, it still seems to me faster to create those few versions on the master slide layer.
If you have multiple versions of the instructions, the trigger on that master layer could be something like the below
As the number of different instructions increases though, the master slide layer idea makes less and less sense. I do see many of your early slides each have unique instructions. I'd only checked slides from the back third so I incorrectly assumed they were all the same. The benefit of the master slides is to reduce duplication so it'd be ideal as a one-off for any slides that bear the same instructions. Slides 36-52 would need a master slide separate from the rest. Still not a complete reduction of work, but maybe it'll save you some effort in a future project?
