Hi helloatccw. Do you have any triggers in your base layer to show the Try Again and Incorrect layers? I ran into a similar issue because I thought layers automatically showed, but I found out I had to trigger the layer to show and then trigger it again when I wanted it to hide. I solved this by adding a "show layer X when the timeline starts on this slide" trigger.
Correct me if I'm wrong, but it sounds like you want certain layers to appear when the user clicks on a certain button in the base layer? If so, you would set the object trigger in the base layer to Show layer X when user clicks Y.
