VTT captions: only first line showing

I have manually made a vtt caption and uploaded it to a video in Rise. Strangely only the first line is shown on the video, anything else is not.
Here's the code, perhaps someone can spot...
A quick fix is to open storyline add the video, import the captions and then export.
Upload that to Rise, always works for me.
I suspect it is the colon before 000. As rise doesn't like , and always needs .
