Zoom picture not working as intended

I am currently working on my 5th test lecture and in all previous lectures when I inserted the 1080p photos with zoom picture effect, they all correctly zoomed to full sized photos, but now in my 5th test, when I tried to insert the same sized photos, the zoom picture effect does not zoom to full sized photos anymore. Is there any way for me to personalize how this zoom picture effect will work?
What matters to zoom is not the resolution of the picture, but the width and height. Zoom only works if the picture is inserted, then resized to be smaller. The zoom effect is limited to zooming up to the original size as inserted.
