When you publish a new version of an existing course in Review 360, your comments from the earlier versions will remain. Here's a bit more about working with your version history in Review 360.
If they are missing though, could I have you check to see if they appear in a previous version:
Yes, that's correct they are showing in the previous version, but not the current. Most are not 'rolling forward' - although some are. It's happened in 3 out of 4 different courses. I've also asked for support and have case #02017071

I encourage you to create a support case so our engineers can help you investigate what's happening with your Review 360 comments.
One possibility is that the course IDs are different (for example, if you made a copy of the original course, then republished it).
Let me know if that's the case.
