Compare the original size of the image that you are uploading. You can only do so much with Rise's sizing. You may need to modify the size of the original image before uploading it.
Those are two separate blocks. Generally the image blocks don't have a size option.
The block with the sizing options isn't to resize the image. Instead it's to state the percentage of text-to-image and whether it is left or right. For example, do you want 75% text and 25% image? By selecting a percentage it will size the image up or down to match the percentage selected.

The option to change the image size to either 25%, 50%, or 75%, only applies to the Image & Text block type.
