Cue Points and time triggers seem to slip

My most recent project has two interactive videos and one interactive audio.  I added question layers at specific cue points.  The audio "Calling 311" was difficult until I followed another user's suggestion to take the time stamp from Premiere Pro.  In the first review, it looked good but the subsequent reviews revealed slippage.  So I tried both methods; specifying the time in the trigger and adding a cue. I had multiple folks reviewing and the question layers are launched early but not consistently the same amount of time. 

Today the first video "Looking for Mary" is doing the same thing.  It was respecting the cue points but just now, the question layer was showing ahead of the material needed to answer.

I have set the video player to static from dynamic bitrate playback. Could that be an issue?

Update 1:  I just read Nicole's article regarding cue points.  While I do have the question layers set to pause the timeline, I will add the triggers to pause the video on the base layer.  What do you think?  Will that work?

Update 2:  I made the changes and uploaded the file to the webserver and the question slides are still not launching at the time set in the trigger.

I took a look at the queue points in your timeline and cross referenced them with your video, and at least on my end, it appears that the layers are appearing right where they should on the timeline. 

I'd like to clarify the observed behavior with you so I can be sure that I am testing your course properly. For the first question, should it appear on screen after the video shows the 'Continue to Burial Search' action (which is what I'm seeing), or should the first question be displayed before the video shows the correct answer?

Yes, your file is dead on all the way through. The first, second, and third questions are correctly synced. The timing appears to be consistent. Did you make any changes to the triggers for the Looking for Mary slide?

Would you mind testing the audio - converted to video slide "Calling 311"? While it is in the same module, I have attached the one slide for the sake of ease. Initially, I took the timestamp from Premiere Pro and used them in the triggers. Then I realized that the intro is 8.12 seconds. So I did the math. Still, the queue does not sync up and the questions are being asked at the wrong place in the timeline. Because of the limitations of SL, I use the closed captions to eyeball the exact point. The closed captions are appearing on cue. I tried to measure the discrepancy. One time I have a few seconds difference. The next time I play it, I have 10 seconds discrepancy. You may find it a nuisance to troubleshoot but I would appreciate your help. The plan is to incorporate recorded calls for every module of this 20-plus program.

* Which cemetery is the headstone submerged? Question layer 1 should show between the captions "her headstone going underwater, under, you know" and "Oh no." Prem Pro timing: 00:23:06
* What are the caller's options? Question 2 should show between "and notify the department." And "Oh, you want to just call back in..." Prem Pro timing: 01:15:28
* If the headstone is damaged what actions should the caller take? Question 3 should show "...you can put through a claim" and "Yeah" Prem Pro timing: 04:38:11

Thanks for sending a copy of your 311 slide! I went ahead and tested the audio within your Review link. It seems to be syncing correctly on my end. Could you please share what browsers you have tested this on? Have you noticed any differences from browser to browser? I’d also suggest testing on an incognito/private window to see if you are experiencing this there as well.

Thank you for the signature reminder. 

I use the Chrome browser.  I publish to Review 360 but the final deliverable is hosted on the company's web server.  Maybe I need to delete my cache more often?  In any case, I am glad the timing was good for you; hopefully, it was good for all the learners too!

Today I am making another "Calling 311" audio.  I will see if that one works out better.
