During a test with Jaws and a non sighted learner, when you tab to the play button to start the paused audio, Jaws is reading the scrub bar timeline as the audio plays.
What is screen reader saying? In NVDA I've found two things; in preview mode it reads out a what seems like a random string of numbers, when published it reads out a count of the seconds. I assumed that was normal but I may be wrong and it could be bug.
Thanks for reaching out and sharing that helpful video of the issue you're seeing. I'm really sorry you're running into this bug, as we've been able to replicate and have reported it to our team.
Bug: The screen reader constantly announces time stamps when the focus is on the seekbar.

I appreciate you taking the time to report this issue to us! I'm excited to share that the fix for this bug was released today in Storyline 360 (Build 3.51.24979.0).
Fixed: Screen readers constantly announced timestamps when the seekbar had focus. Now, screen readers announce the elapsed percentage one time when the seekbar gains focus—e.g., 10%. When learners activate the seekbar by pressing Enter or spacebar, screen readers announce the elapsed percentage as it changes—e.g., 10%, 11%, 12%, and so on.

Here is quick snippet of the issue.
It is an unexpected event when you select the play option.
I've heard that when previewing a course. Try publishing it to Articulate Review and see if you get a different outcome.
This is from articulate review.
I suggest putting in a support request.
