Accessing a block

This will seem silly to those of you that have been working with RISE for years, but I have a problem.

I've used a Divider block to add a thin line bar and set padding to zero above and below the bar. But now I can't access the block. Every time I hover the cursor over the block it jumps to the block above or the block below.

Is there any shortcut key that allows me to latch onto a block so I can edit it?
