Are triggers within a selected state possible?
Is it possible to create a trigger for an object that's included in a scrolling panel that exists inside the selected state of another object?

Not likely. There are a number of ways to interpret your question, but they all fail, because the selected state will intercept any click on any part of it and turn the object back to Normal state.
