Articulate Storyline Data Center for Young Graduates

I live in Kenya, East Africa, and have developed good Articulate Storyline 360 skills and experience. Based on my experinence, I believe one could setup a data center where young graduates seeking e-learning career could learn the skills and be supported (facility, software, market access) to deliver e-learning content to establishmed e-learning companies through kind of a "Data Center" model. I would appreciate any idea how I could further develop this idea and any leads. This would potentially support the large number of creative young mind.
