Yes, you can definitely do this in Storyline 360!
What you'll want to do is to control the number of attempts using a combination of variables and triggers with conditions.
Once that's setup, you can then use 'Complete course' trigger to send a failed mark to your LMS if your learner uses up all three of their attempts.
I've attached a demo file so you can test for yourself how I configured a quiz to send a failed mark to an LMS after 3 attempts.
