I attended the session yesterday and I posted some questions and haven't gotten a clear answer.
1. Will these new features link to the cloud platform permanently? We currently do not use, Rise/Review due to enterprise rules about using cloud platforms outside of the organization.
2. Is there a way to permanently disable cloud access for enterprise use?

Cloud Backup is being introduced as a permanent feature in Storyline 360, but I can confirm that it is an optional feature that you don't have to use if uploading content to the Cloud goes against your organization's policies.
Your file will only be backed up to the cloud IF you published to Review 360 and you have the option in the screenshot enabled. Publishing to LMS or for Web distribution doesn't upload backups of your course anywhere.
