copying converts voice over to text-to-speech

yes - this it is the intended behaviour
- if you dublicate a slide, you have two slides with the same media (IDs)
- if you change the media global (e.g. in the Media Library) -> it is for all uses
- this is normally a very helpful feature
if you exceptionally don't want to - you can use Walt's trick with a second file
(modify the slide in the second file and copy it afterwards into original course)
