Am I able to download Storyline to use during the free trial period?

Yes, you can download it and use it. You can keep anything you produce with it. The download is the full, complete, working application. It’s just that it stops working after the trial period.
It creates web pages, so anything you create will still work.

Just look for the button above on the right side of the screen to get started.
Could you please provide more information about this? I see no button anywhere on the screen, let alone "above on the right side of the screen".

First, you'll want to navigate to 360.articulate.com and log in. On the right-hand side of the screen, look for the button that says, "Download Desktop app." Here is a screenshot of the webpage, with the button highlighted in yellow:
