Drag and Drop Reset withTry Again Multiple Attempts

I have tried this using all the settings in the sample file, but continue to have the endless loop of "try again" attempts, rather than the 2 attempts I've set. What is the final fix for this? I want to allow the learner to have two attempts to drag and drop the right items to the correct targets. I want the base layer to reset the drag items to their original location. If the learner gets it wrong twice, I want them to see the Incorrect feedback.
