This behavior sounds like it is LMS-specific and one way to test if this is true is to upload your course in SCORM Cloud and see if you will encounter the same error message.
If you can successfully upload your course in SCORM Cloud, please reach out to the support team of SuccessFactors so they can share more details on why their system is rejecting Rise 360 content.
