Changing the timeline position on the layer only affects that object after the layer timeline starts. It won't appear or disappear the layer itself.
Start with "Show layer XYZ when the timeline on this slide reaches X seconds." You may have to set the layer properties not to stop the base timeline to keep the audio playing, but experiment. You can disappear the layer with "Hide layer XYZ layer when timeline on this slide reaches X seconds" if you keep the base timeline running. Or you can change the properties of the layer to hide itself when its timeline ends, and adjust the timeline accordingly.
