Hotspot interaction - question about cursor

As RonPrice​ said, you can adjust a hotspot's setting so the hand cursor doesn't show on hover.
Another option is to add a hotspot that covers the rest of the image. If you do that, be sure it's below the "correct" hotspots. Of you could add hotspots over "wrong" items, to create distractors.
- Someone using a keyboard instead of a mouse will be able to find whatever is "clickable."
By the way, as Ron also mentioned, hotspots don't have states. If you want to provide feedback about what the user has clicked, you could use shapes instead of hotspots. Just give the shapes a solid fill with 100% transparency.
