How to continue the seekbar for additional layers also not just for the base layer?
the seekbar completes with the base layer and for the other layers there is no seekbar. just the completed seekbar. This can be misleading for the users because when you try to drag the seekbar back it will play the base layer along with the other layer.

I do know the thing of which you speak, and I don't know there's a way around it. Each layer has its own timeline, and multiple layers can be shown at one time (and begin and end in their own times) so Storyline seems like it would need some complex kind of interface to let users determine what exactly the timeline on the base layer is even showing.
Have you tried changing “Allow seeking” in the slide properties for each layer to “Yes”? Maybe this will solve your issue.

I’m not fully understanding your description but if I’m interpreting you correctly, try selecting the layer then opening the slide layer properties and set ‘allow seeking’ to yes and also check ‘pause timeline of base layer’.. this might be the solution you need…
