I only want one video to play at a time.
I am working with Storyline 360 and have four videos embedded on one slide. The problem is that when one video is playing and the learner clicks another, the first video keeps playing in the backgrou...

I was able to recreate what you needed using SL videos. When I tried with your file, it wouldn't let me. I'm wondering if it's something to do with the videos. However, I was able to make it work using transparent shapes as button sets. Also, in your file under video options, I wasn't able to deselect the "pause on click" option. Weird. Hope this helps.

One way: on Video 1, add Triggers that say "Pause media n when user clicks Video 1". N goes from 2 to 4 for the three triggers.
Do the same for each of the four videos, essentially saying "Pause all the other videos when the user clicks this one."
