Image scaling inconsistent

Hi. I'm using Storyline 360 v3.52.25247.0 on Windows 10.

Here's my situation: I've created some illustrations in Illustrator that depicts various states that I want to bring into Storyline in pieces and place on layers to show how those things change (and to do loop animations). 

I've exported them all at the same scale. But when I bring them into Storyline, the scale seems to change depending on image. If I have two things that are both 47% according to the Size & Position window, they don't match either like they should . I've verified that they were exported correctly by bringing them into Photoshop. Is there a setting I'm missing here? Thanks!
