Lightbox not displaying on Review
I have created a "review stories" button which should show the slide 1.3 as a lightbox (see screenshot). It works on preview (shown below) but not after I publish it to Review. The other lightboxes in this slide work as expected. This seems to be inconsistent. Sometimes I can go through and close the lightbox, but after I submit a question (i.e., MC Environment, and then click "review stories", then close out, it does not return to the main slide. Instead, I see a white screen. Is this a review issue or some step I'm missing in the programming?

I agree with your observation that the behavior seems inconsistent. The published Review output should behave the same way as the Storyline preview.
There may be corrupt elements in the course that are causing this problem. I suggest removing the last objects you added to the course and seeing if it helps.
