Are you seeing this issue at random or consistently? I'm not able to replicate it using Storyline build 3.98.34380.0. Are you able to share a file where this issue occurs? You can upload that here or privately in a support case and we'll delete the files once troubleshooting is complete!
I'm currently on Build 3.93.33359.0 (I don't update while in the middle of a project)
This happens randomly, and not often. But I have seen this multiple times through the years I've been working with StoryLine.
I work a lot with Screen Recording, I copy/paste slides, and also make duplicate slides quite often.
But unfortunately, will not be able to share this project.
