Make a course reviewable after completion
Does the course allow the user to properly resume if they haven't yet completed the course?
If so, the LMS may have settings that restart any course that has already been completed.
The standard suggestion would be to test it in the SCORM CLOUD. If it works there, then the problem is likely with your LMS, not Storyline.

It seems to Judy, I will mess around with the LMS settings. Is there no way to ensure that the course maintains its progress after completion without resetting the completion???

I'm definitely not an LMS expert. My best guess would be that each LMS has its own variations for the what-happens-after-completion settings. I certainly believe they all should have a way to allow folks to freely go through a course after completion. But that doesn't mean they all do.
For one of my clients, I used to create PDFs of each course, minus the quizzes. They kept those on SharePoint so folks could review the course content without having to find the course in the LMS and then relaunch it.

I mean from a Storyline perspective ... do you have any courses that have this functionality? if so what are your Storyline settings?

I've almost always used the "Prompt to resume" setting in the Storyline. I never heard of any issues. Users could resume where they left off if they exited and then returned to the course before completing it.
As a freelancer, I've never been involved in post-completion stuff. As I said before, LMS settings might control what happens when someone wants to relaunch a course after completing it. To find out for sure, you'd have to talk to the folks controlling your LMS.
