If your Storyline 360 installation cannot write to the temporary folder of your computer, there's a possibility that it no longer has proper permissions to do so. As a troubleshooting step, try repairing your installation by following these steps here:
You may need assistance from your IT team to perform some of the steps if you are not an admin on your machine. After performing the repair, try creating a new Storyline 360 project file and check the folder below if you'll be able to see temporary versions of the course:
Open this folder in Windows Explorer: %appdata%\Articulate\Storyline
