Online tutorials not allowing jump points or manual movement of play head.

When I'm trying to watch the tutorials (https://training.articulate.com/webinars?category=storyline) anytime I click the play head to go back or forward a little, it automatically starts all content over from the beginning, regardless of where I'm at in the tutorial. Similarly, if I use the timestamp markers down the page to jump to a point in the tutorial, it also starts back from the beginning, not form the spot I left off. This was happening on my old laptop as well, and I was hopeful the new laptop would resolve the issue, but it's still happening. Any ideas how to get this to work?
