Panoramic images
Adding to Michael's experience, you can also make use of your tablet's compass if you so wish - I remember playing around with a 360 panorama using pano2vr and storyline 2 (early updates) and the html5 version worked flawlessly as a web object - just don't expect much in terms if interoperability unless you are prepared to do all the heavy lifting.
So how about Storyline 360? Can the app recognize panorama photos and can the images be made interactive with comments or questions or drag and drops? Okay, I'm extremely hopeful but I need to create an experience were the user can positively identify items at a given location that do not belong. I don't have a Ricoh Theta360 cam but I can make it in PS. I just need apps that will allow me to place it in the Storyline slide and I can create interactions over or under it. Any thoughts?

Most of these examples have very little to do with Storyline and very much to do with the 3rd party apps used to create and manipulate the panorama which is then just displayed by SL as a WebObject. I would be very surprised if SL360 couldn't do this.
But if you're expecting native functionality, I'm afraid the answer is no.
In your case, you can probably do what you describe in a 3rd party app like Pano2VR (and even score the drag 'n' drops too) but you would have to find a way to pass the score from said app to SL360 manually using JavaScript.
