People without articulate license can view review 360 link with feedback comments?

Yes, when you publish a story or Rise module to Review360, you can configure that output to allow non-Articulate users to review the course and leave comments.

As he mentioned, Review 360 does allow users to leave comments without having an Articulate ID. That option is enabled by default. They will be prompted to enter their email address to post comments so they can receive notifications for replies.

Also, I can confirm that individuals without an Articulate ID can view the feedback left by other users from that Review 360 item.
