Problem with Justified Portuguese Text in Tables

I have a client that likes fully-justified text; this works fine in all situation except in tables.  The first line of each paragraph in the second column "outdents" a variable amount. 

I have tried redoing the table from scratch in a new file, using different fonts, block padding, without success.  It looks finr during authoring but the problem shows up in Preview and when published. 

This seems to be a new problem as last year we did the same thing and I didn't see it happen.

The problem doesn't happen with English-language text.

My workaround is to put a regular text block over the top of the table and paste the text into that instead of the table cell, but that is inconvenient.
