I understand how you feel, and I agree that the 'Try Again' button should function for your course even if the "Reset only incorrect question" setting is checked.
I opened a case on your behalf so we can have our support engineers take a look at your project file. i've shared the steps to replicate the issue with them so they'll be up to speed with what's happening. Someone will be in touch shortly!

Add: In the end, I triggered the Try Again button to reset the entire course, as a fix for now. It's not the desired effect, but it works.
