Reducing file sizes of SCORM 1.2 .zip files
I have been trying to reduce my Rise file size for over four hours. I tried to reduce the video size in Media Encoder, but this made the SCORM package bigger.
Adding NOPROCESS made the files larger as well.
My organization does not allow publishing to a third party, and we need the ability to use CONTINUE blocks to ensure that the video is watched before proceeding.
I even went to Drelearning and paid for a compression, but with a beginning file of 153 MB, it was only able to reduce it to 84 which is still very large. Why is this happening?

153MB to 84MB around 2x times reduction, which appears quite good as its make your module nearly half in size. What is your target size limit ?
Size of reduction, depends on what kind of bloated media are present. Generally, larger the inputs file more avenues one has to compress.
