I've been using https://subtitlewhisper.com/ to bulk generate closed captions for audio and video files (it generates SRT files). Then I download and import the SRT files into the appropriate slides in Storyline and make any necessary tweaks there (in my experience, very few tweaks are needed).
However, using this workflow, you'd still need a second license for Storyline if you want to outsource the export/import of the media files and SRT files to and from Storyline.
