This is happening for us but we don't use Moodle, we have a totara LMS, any suggestions on how to prevent review mode? Thanks

We recommend testing how your course behaves in a different LMS, just to see if the behavior you're experiencing is LMS specific. SCORM Cloud is the best tool for this. Here's how to test your course in SCORM Cloud.
If you aren't able to replicate the behavior in SCORM Cloud, there's a chance that the behavior might be due to a setting or configuration in your LMS, in which case you'll need to work with your LMS administrator to fix the behavior.
Additionally, you can also try following the article that my colleague Maria shared which explains how you can edit the published output of your course to change the 'Review Mode' behavior.
