RISE 360 course downloading rather than opening in LMS

I have a course which is not working as it should. I have uploaded dozens of RISE course with no issue, but this one is not working. 

When I publish and then load the zip of the SCORM 1.2 into our LMS (Relias) it forces the learner to download the zip file rather than launching the course. 

I have worked with the LMS and they are pointing me back to the course being the issue. 

I copied the course, adjusted settings, tried doing a SCORM 2004. Nothing is working. Does anyone have a solution?
