I have an assessment at the end of my Rise course and I have it set for 3 attempts and minimum passing score of 80%. I tested the course in our LMS (Workday Learning) and I scored 80% and it wouldn't let me pass. Is this an issues with the LMS or with the Rise course?

Yes, Scoring 80% is passing.
For one of our courses with the Quiz passing score also set to 80%, this is what we see in our LMS and it was accepted as a pass:

A great way to determine if an issue lies with a course, or the LMS being used is by testing the course with SCORM Cloud. If the passing score is reported correctly when testing in SCORM Cloud, then the issue is likely related to Workday LMS.
