Rise style forced watch video in Storyline

It's not a perfect soultion but you could have the video the size of the slide, then what I've done is place a hotspot over the seeking bar.
Learners still have access to the video controls, but they can't forward seek (or backward seek sadly).
If they wanted to watch the video again, you could hide the hotspot once the video has played the first time - to allow for forward seeking.
Not sure if this would help with when users go to view full screen. If you want to disable the full-screen option, add a hotspot or a white disabled button on the top of the icon.
