You can export captions from Camtasia as separate SRT files. The way to turn them on and off is either to use the Camtasia HTML player (which includes controls to turn the CC on and off) or to use a video player that allows you to upload the CC files.
How are you sharing the videos currently? Most LMSs and web platforms have the ability to add CC to a video when you upload it. You just need to have those two separate files (MP4 and SRT).
Our LMS is UKG. But I add captions in Camtasia.

So, you can still create the captions in Camtasia like you do right now, but just export them separately. You'll have two files: an MP4 and an SRT file. When you publish in Camtasia, make sure you go to the Captions tab and uncheck the box that says "Render video with open (always visible) captions.
To export the captions as their own file, select Export > Export Captions.
When you upload the video to your LMS, look for the option to upload a caption file. That's where you put the SRT file.
