Scrolling Panel Handle Look So Good in Design View

Hi,

Does anyone know a way to change the width, look, color or other properties of the scrolling panel handle?  It looks good in design view but after it's published it looks like Major Frank Burns' lips (freakin' boomer, LOL).  Not very user friendly.  Any idea?
