When importing an Arabic Right To left XLF file, it will show in the edit mode and preview mode as left to right, confusing yes, but when you publish it, it will be right to left. As a test simply export as a webpage onto your desktop or wherever. Open the .html page and you should see it shows correctly.

I was testing your approach, which is unfortunately not working for me, as it seems.The content is still showing left-to-right, when opening the .html page. I was really hoping that Rise is officially supporting right-to-left languages, without having to subscribe to the Articulate translation service.
