Hell0 - I have the Share settings in Review 360 set to Allow non-articulate users to be able to make comments. However, they are redirected to an Articulate logon site to log on and enter their email/password. Anyone else having an issue? Can the type of subscription affect this?

This type of behavior usually happens if a person leaving the comment previously used their email address to create an Articulate ID. This doesn't mean they are currently part of an active Articulate 360 subscription, just that at one point, they may have created an Articulate ID to start a trial subscription or leave a post/comment here in the forums.
I'd recommend opening a case with our support team and sharing the email addresses of your reviewers there so we can confirm if this is the case.
